I find this very interesting...I wish my brain was in first gear to discuss this.

I've been pondering that same question, when it became undeniable to me that my depression was nothing I could control. It made me question everything. To my own detriment I accepted people into my life who were abusive because I thought my sitting and crying for no explicable reason was no more understandable than someone lashing out in uncontrollable rage.

For me there is no answer, for despite the reasons,people are what they are, and unless we can provide an alternative which keeps others safe, what is the answer? I don't believe allowing someone who preys on others to be free to do so because its uncontrollable is acceptable either.

I don't believe people are innately caring or fair by virtue of being human and not being abused or deprived.
Especially having read about certain cultures ie: the Ik people mentioned in Diane Ackerman's book
The natural history of love" They are a culture which has lived under harsh but liveable conditions for so long, that they never had the "luxury' of developing concern for others. Mothers will take food from their infants, and there is no concept of Partnering.

However that is a whole different discussion.
