To my knowledge it is still in effect. However, it's a rather limited rule.
You may request that someone not post *to* you. If you post to the person you have requested not to post to, they can respond. The rule only extends to the poster not being able to post *to* you. The poster can still refer to you in their posts, respond to the content of your posts (as long as the post isn't addressed to you), and do everything they were previously allowed to do under the civility rules.
Even when I've been tempted, I've never evoked this rule, because my understanding is that it's relatively toothless. I don't see a heck of a lot of difference between my posting something and receiving
"Dinah, here are my thoughts on your post...."
and
"Here are my thoughts about what Dinah had to say...." with no ability to respond to the poster unless I want that poster responding to me anyway.
It would appear to apply to only those limited number of posts where the post in question would *have* to be addressed to me in order to be made.
If I'm wrong on any of that, Dr. Bob, please let me know.

And I'm not familiar with whether Dr. Bob extends that rule to a more general one.
Dr. Bob, what is your position on "Do not respond to me unless my post was addressed to you" addressed to the board in general. I haven't seen that one come up, so I don't know.
