Hi
If you feel that everyone is angry at you, or that they're against you or don't like you, is that a mood-congruent delusion (in congruence with depression) or mood-incongruent delusion?

That would be mood-congruent. Essentially anything that implies something negative about yourself, would be mood incongruent.
If you thought people were angry with you because you had special powers and they were jealous of you, that would be mood-incongruent.
