Apparently, some fish oil brand had too much dioxin in it, so they recalled it. It also sounds like they are monitoring dioxin levels regularly. Apparently all animal based foods have some dioxin but the idea is to keep it as low as possible.

THis article doesn't state which manufacturer(s) of fish oil are contaminated. How can I find this out?

Perhaps you can contact the Food Standards Agency (indep. agency set up by Parliament). Here is the contact info from their web site, which I got by clicking "about us" and then clicking the link they have for contacting them.
